HDTV and mobile TV: post the transition to digital broadcasting

In May 2006, we produced a discussion document explores the future market demand and technical opportunities for digital terrestrial broadcasting. We proposed the adoption of new technologies – MPEG4 coding standard and the new standard for broadcasting, now called the DVB-T2 – which would allow an existing UHF spectrum more efficiently used for the implementation of HDTV and mobile broadcasting services in addition to the existing Freeview as soon as the UK analogue TV ends in 2012.
The papers contributed to the Kingdom and international dialogue that led to the recent publication of proposals from Ofcom and public service broadcasters to the introduction of HDTV services in Britain, based on the new standard DVB-T2. Ofcom also said that it plans to auction off 14 UHF channels, currently used for analog broadcasts, so the 32 channels for digital TV 6 multiplexes (network).


Last fall, the authors of the original paper met again to build on progress made during the past 18 months and to develop their earlier proposals which take into account fully the potential for digital terrestrial broadcasting in the UK. This document is a set of radical proposals that build on the current plans. If adopted in the next few years, these would allow it to maintain its world leadership in digital terrestrial broadcasting brings significant benefits to all involved--consumers, manufacturers, broadcasters and media companies, network operators, regulators and the UK Government.


Proposals-discussions
We take it as a working assumption that the transition to digital broadcasting will be completed by 2012 and that Ofcom, the proposals for the sixth multiplex will eventually go, offering HDTV services, MPEG4 and DVB-T2. We believe that these steps are not sufficient to satisfy the consumers or the industry's needs.
